Missouri hands out its licensing work in layers. The state files your company, the Department of Revenue registers your taxes, and the place you operate in decides most of the rest. The two sources used here are the Secretary of State's business FAQ and the Department of Revenue's business tax registration page.
Does Missouri issue a general business license?
Not through the Secretary of State. Its FAQ says many municipalities and counties require a business license before you open in their city or county, and that this is not the same as a certificate of organization from the Secretary of State. Business licenses are obtained directly from the local authority.
We found no statewide general license on either state page. That is different from saying none exists for your trade, so check with the agency that regulates what you do.
What does the LLC filing cost?
The Articles of Organization, form LLC-1, cost $50 online or $105 on paper. Missouri LLCs file no annual report. Our Missouri LLC guide has the steps. The filing creates the company, and it does not authorize you to run a given business in a given city.
What about the Department of Revenue?
This is the main state step after forming. The department says a business must obtain a sales tax license by registering if it sells tangible personal property or taxable services. A business should also register if it is a corporation that files corporate or franchise tax, or if it has employees and must remit withholding tax.
To register, use the department's online system or submit the Missouri Tax Registration Application, Form 2643. The Secretary of State's FAQ confirms that the state taxpayer identification number comes from the Department of Revenue, while the federal EIN comes from the IRS. Our EIN guide and state tax ID lookup explain the two numbers.
The department also names separate licenses for motor fuel suppliers, permissive suppliers, distributors, terminal operators and transporters. The same goes for cigarette or other tobacco products wholesalers. If you are in those fields, you need more than the sales tax license. The Revenue page we read is an archived copy, so confirm the form number and the current steps on the live page before you file.
In what order should you work?
- Form the LLC and keep the filed articles.
- Apply for the EIN.
- Register with the Department of Revenue for the taxes you owe.
- Contact your city or county licensing office about a local license.
- Ask any board or agency that covers your trade.
Write down who said what and when, and keep copies of every license in one folder. A phone answer from one office does not bind another.
Selling under another name
A fictitious name registration with the Secretary of State costs $7. It gives no exclusive rights, and anyone can register the same name. It is not a license. See DBA vs LLC and the Missouri guide for how names fit with the entity.
Where do you check a license?
We did not read a Missouri license verification tool, and we do not link one we did not read. The Secretary of State's business search is a company record, not a license check, and its FAQ keeps the two apart. For general methods across states, see business license lookup.
What this page leaves out
It does not cover local fees or ordinances, professional boards, alcohol, tax rates, or how to file the Form 2643. It is a guide, not legal advice. Compare the neighbours at Iowa, Illinois and Kentucky.
